It depends on why it moved. Isolated settling can sometimes be lifted and re-set; widespread heaving usually means the base was too thin or poorly drained, and re-laying over it just repeats the problem. We'll tell you honestly which one you're looking at.

Usually, yes. Ontario's Building Code generally requires a permit once a deck sits more than about 600 mm above grade, and the City of Kitchener applies its own requirements on top of that. We confirm what's needed with the local building department before the build, and our footings go below the frost line either way.

Yes. Ontario law requires a locate before anyone digs, so we submit an Ontario One Call request and wait for the utility locates to come back before excavation starts. It costs you nothing and it's not a step we skip.
